Shakshak was born in 1971 and is a member of the National Transitional Council, which took over the leadership of Libya during the transitional period after the start of the February 17 revolution. He studied accounting at Garyounis University and graduated in 1994. He received his master’s degree. from the Academy of Postgraduate Education in Janzur, then a doctorate from the university.
