Ahmed Al Saadoun, speaker of the Kuwait National Assembly, defended his decision to postpone the meetings of the National Assembly due to the non-appearance of the government, considering the reasons and evidence that have existed since 1968. Al-Saadoun said that “the session next Tuesday will not take place.” place if the government apologizes for being involved, whether or not a quorum for its contract is met in accordance with the text of Article 116 of the Constitution,” emphasizing that we follow what the Council has followed since its inception, and since the first occasion, that took place on January 9, 1968.
Al-Saadoun stated: “I did not find in the text of Article 116 in any of the minutes of the Constitutional Committee that it was indicated in its inability to be contained in the constitution regarding the need for the ministry to be represented in the meetings of the council of its president or one of its members” , emphasizing that after he attended the conference held by Representative Mubarak Al-Hajraf in 2021, and after he read the minutes of the Constitutional Committee documented and deposited in the National Library of Kuwait under the number (004 of 2013), he wrote on Twitter that this text contained in the failure of article 116 of the Constitution was not mentioned in any report of the Constitutional Committee.
He added that the meeting the day after tomorrow, Tuesday, “will not be held if the government apologizes for any reason, whether there is a quorum or not. The meeting will not be held without ministry representation in accordance with the text of Article 116, and this because the one who has the right to interpret is one party, which is the Constitutional Court, in accordance with Law 14 of 1973.” The case occurred on January 9, 1968.
Al-Saadoun confirmed that he welcomes all remarks or references to a constitutional error, but on the condition that evidence of this be presented, pointing out that whoever does this receives thanks in both cases, if he is right to correct the error, and he thanks for this, even if he is wrong, because he worked hard, emphasizing that without commitment and respect for the constitution, which we are proud of. That despite all the pitfalls he faced, on November 11, 2022, 60 years passed with no correction for him, despite all the pitfalls he faced.
Al-Saadoun called for respect for all those who call for the observance of the constitution, whatever his position, even if he criticizes the positions taken in the National Assembly, but on the condition that he provide evidence of his statements, stressing that everyone who claims to his commitment to the constitution serves Kuwait because he does not unite us and cannot unite us nor force us to adhere to anything but the Kuwaiti constitution.
Al-Saadoun resumed: if the government does not show up for the meeting on March 7 and 8 without an apology, the meeting will be adjourned and then rescheduled for the next day.
