Department of Palestine and Jerusalem Affairs

The fire in the Al-Aqsa Mosque that broke out in the eastern wing of the Al-Qibli Mosque, located on the south side of the Al-Aqsa Mosque, on August 21, 1969, caused outrage throughout the Islamic world and was one of the consequences of the fire was the holding of the first Islamic summit conference in Rabat, Morocco.

The question of Palestine and Jerusalem is considered the main reason for the establishment of the Organization of Islamic Cooperation in 1969 AD, and the Department of Palestine and Jerusalem Affairs was established as the main department in the General Secretariat and is headed by the Assistant Secretary General in accordance with Article 18 of the Charter of the Organization, which states that “one post shall be allocated from among the posts of Assistant Secretary-General”. Palestine nominates its own candidate for this purpose.

The Administration is committed to working to enable the Palestinian people to exercise their inalienable rights, including the right to return and self-determination, and to realize the establishment of an independent and sovereign State of Palestine within the boundaries of June 4, 1967 AD, with Jerusalem as its capital, and also to preserve their Arab identity and preserve their holy places, as well as to end the Israeli occupation of the Palestinian and Arab lands occupied since 1967, including the city of Jerusalem and other occupied Arab lands.

Among the most important tasks of the Department of Palestine and Jerusalem Affairs:

Follow-up on the implementation of decisions, recommendations and plans regarding the affairs of Palestine and Jerusalem adopted by the Islamic Summit Conferences, Councils of Foreign Ministers and Ministerial Meetings.

– Preparation of political, economic, social, cultural and media reports that support the struggle of the Palestinian people and help them regain their legitimate rights, and provide these reports to member states and bodies of the organization.

– Coordinating efforts, positions and policies regarding the city of Jerusalem as a central issue, monitoring the implementation of the organization’s decisions regarding monitoring and countering Israeli violations and Judaization policies, implementing the strategic development plan for Jerusalem, activating twinning agreements with it and contributing to the preservation of its Arab identity and the preservation of its holy places.

Preparation of an appropriate line of media to present the Palestinian cause and expose Israel’s violations of the sanctity of the holy places, as well as coordinating media activities with specialized agencies.

– Monitoring the activities of the Israeli occupation in all its forms, especially the policy of colonial settlements, Judaization and forced displacement, and suggesting the necessary measures to counter this.

– Follow what is happening in the United Nations and other international forums on the question of Palestine and Al-Quds al-Sharif in all areas, and coordinate the role of the Islamic Group through the external offices of the organization.

Representation of the General Secretariat at conferences, seminars, meetings and other events held in the field of Jerusalem and Palestine.

Follow up on the implementation of decisions made regarding the Islamic Office to boycott Israel, as well as follow the Israeli occupation policy related to colonial settlements, the apartheid wall and the daily attacks and violations in the Occupied Palestinian Territory.

County office and occupied territories file

Among the most prominent administrative divisions of the Department of Palestine and Jerusalem Affairs is the Islamic Bureau for the Boycott of Israel: it was established by Resolution No. 12/15-S adopted by the Twelfth Islamic Conference of Foreign Ministers in 1981 AD. It works to achieve the efforts of the General Secretariat to implement the decisions made regarding the Islamic Office, to boycott Israel and to monitor the Israeli occupation policy related to colonial settlements, the apartheid wall and the daily aggressions and violations in the occupied territory. Palestinian Territory.

In the same way, the representative office of the organization in Palestine works to develop relationships based on cooperation, coordination and consultation with the State of Palestine, based on the goals, principles and decisions of the organization, which contributes to strengthening its role in supporting the rights of the Palestinian people, building their national institutions, meeting their needs , strengthening its stamina and preserving its shrine.

– There is a dossier on the affairs of Palestine and the occupied Arab territories, which traces four forgeries: ministerial meetings, the peace process, relations with international organizations, and the issue of refugees and UNRWA.

As for the dossier on Jerusalem affairs, it follows four forgeries: the strategic plan for the development of Jerusalem, Israeli violations in Jerusalem and twinning with Jerusalem, as well as the work of the Jerusalem Committee and the Beit Mal Al-Quds al-Sharif Agency.

There is also a development file that follows four sub-files: development and humanitarian aid, media and cultural activities, development funds and organizations associated with the organization, in everything related to the issue of Palestine and Jerusalem.

Jerusalem Committee

Hope for the contact groups and agencies related to the question of Palestine and Jerusalem to come out of the Jerusalem Committee, which was established in accordance with Resolution No. 6/1-S issued by the Sixth Islamic Conference of Foreign Ministers, which was held in Jeddah during the period from 12 to 15 July 1975 AD (in the Kingdom of Saudi Arabia) and aims to follow the implementation of the decisions taken by the Organization of Islamic Cooperation in connection with the Arab-Israeli conflict, to follow the decisions of other international bodies that support or are consistent with the position organizations, to communicate with any other bodies and to propose to the Member States what they see fit to implement the decisions and achieve their goals and take what they see fit Actions in relation to situations that arise within these powers.

The Committee held twenty meetings, the last of which was held in Marrakech, Kingdom of Morocco, on 17-18 January 2014. The Organization’s Council of Foreign Ministers elects the members of the Al-Quds Committee for a renewable term of three years. currently includes the following countries: Kingdom of Morocco – Kingdom of Saudi Arabia – Hashemite Kingdom of Jordan – Republic of Iraq – State of Palestine – Republic of Lebanon – Islamic Republic of Mauritania – Arab Republic of Egypt – People’s Republic of Bangladesh – Islamic Republic of Pakistan – Islamic Republic of Iran – Republic of Indonesia – Republic of Senegal – Republic of Niger – Republic of Guinea – Republic of Turkey – Syrian Arab Republic (membership suspended since 2012 AD).

Ministerial Contact Group on the Question of Palestine and Jerusalem

It was formed on the basis of the decision of the Council of Foreign Ministers of the Organization No. 7/40/PAL (Conakry, December 2013) and adopted an Islamic action plan to support the Palestinian cause and protect Al-Quds al-Sharif. due to the systematic policy of Judaization carried out by the Israeli occupation authorities to change the Arab and Islamic character of the city and change its demographic composition, as well as its isolation from the Palestinian environment, the Ministerial Contact Group is headed by the Minister of Foreign Affairs and the Cooperation of the Kingdom of Morocco and the membership of the Ministers of Foreign Affairs of the State of Palestine , the Kingdom of Saudi Arabia, the Hashemite Kingdom of Jordan, the Arab Republic of Egypt, the Republic of Guinea, Malaysia, the Republic of Turkey and the Republic of Azerbaijan, in addition to the Secretary General of the Organization of Islamic Cooperation.

Six Party Committee on Palestine

It was established by Decree No. 13/1-S, issued by the thirteenth session of the Council of Foreign Ministers in 1982 AD, with the aim of coordinating political positions and efforts and taking all effective measures on the widest possible international scale. in the United Nations and its specialized agencies, and in all the various other international organizations and conferences in support of the Palestinian cause. It is composed of the Ministers of Foreign Affairs of: the Islamic Republic of Pakistan; Republic of Senegal; Republic of Guinea; State of Palestine; Malaysia and the Secretary General of the Organization of Islamic Cooperation.

Jerusalem Foundation and its donations

It was established by decision of the Seventh Conference of Foreign Ministers in 1976 AD and operates under the direction of a board of directors chaired by the Kingdom of Saudi Arabia and members of the State of Palestine, the Hashemite Kingdom of Jordan, the Kingdom of Morocco, the Islamic Republic of Pakistan and the Republic of Guinea, and His Excellency the Secretary General Organizations.
