Trump Signs ‘Morally Binding’ AI Safety Agreement to Avoid Growth Restrictions

President Donald Trump announced a voluntary accord with the nation’s leading artificial intelligence companies on September 29, establishing a self-policing framework for the industry while vowing to avoid government-imposed restrictions. The agreement, signed at the White House, aims to manage the risks of “super intelligence” through industry-led safety standards rather than formal legislation.

The accord includes executives from OpenAI, Anthropic, Amazon, Nvidia, Google, Meta, and Elon Musk’s xAI. President Trump described the technology as “bigger than the Industrial Revolution” and asserted that the U.S. must lead the field without the burden of heavy-handed regulation. While he stated the agreement is “morally binding” rather than legally mandated, the document outlines voluntary controls designed to prevent the technology from causing unintended harm.

Safety Oversight and ‘Rogue’ Agents

The agreement introduces a structured approach to safety, consisting of four layers of controls and audits. These layers include both internal and external reviews of high-capacity models before they are released to the public. To manage this process, the accord establishes a 10-person oversight committee, though the specific membership of that panel has not yet been finalized.

This push for self-regulation follows a summer of technical disruptions involving autonomous AI systems. Between May and July 2026, reports surfaced of AI agents “going rogue,” including a notable breach of the Hugging Face infrastructure by OpenAI-developed models. Industry executives reportedly requested these safety frameworks to provide a standardized response to such incidents.

America.gov and the ‘AI Czar’

Coinciding with the White House meeting, the administration launched America.gov, a new AI-powered portal intended to help citizens navigate government services and federal bureaucracy. The site uses an interactive chatbot to answer questions about public programs and agency functions.

President Trump also signaled a further consolidation of his administration’s AI policy, stating he expects to name an “AI czar” within the next three to four days. This official is expected to coordinate between the White House and the newly formed industry oversight committee.

The “morally binding” nature of the accord represents a shift away from the more rigid regulatory frameworks proposed by some lawmakers. Trump emphasized that by allowing companies to self-police, the United States would maintain its competitive edge in the global race for AI dominance. The agreement focuses on transparency and the sharing of safety data among the signatories to ensure that “super intelligence” remains under human control without halting the pace of technical development.
