Estonia Accuses Russian Intelligence of Arson Attack on Defense Firm Milrem Robotics

Estonian authorities have formally accused Russian intelligence services of commissioning an arson attack against Milrem Robotics, a leading European manufacturer of unmanned ground vehicles. The attribution, made public following a weeks-long investigation, links the Kremlin to a fire at a facility in Tallinn’s Lasnamäe district that took place in mid-August 2026.

Government officials characterize the incident as part of a coordinated “shadow war” of hybrid operations intended to destabilize NATO allies and disrupt military support for Ukraine. The fire occurred on the night of August 14-15 at a building on Betooni Street used by the defense firm.

Investigation and Extradition

The investigation into the fire involved the Estonian Internal Security Service (Kaitsepolitsei) and regional partners. Authorities identified three Latvian citizens as the primary suspects, alleging they were recruited by Russian secret services to carry out the sabotage. Following their detention in Latvia and a subsequent six-week inquiry, the three individuals were extradited to Estonia in mid-September and remain in custody.

Milrem Robotics is a critical supplier in the European defense ecosystem, particularly for its THeMIS unmanned ground vehicles (UGVs). These robotic platforms are currently deployed in Ukraine for casualty evacuation and demining operations. A Dutch-funded program is currently underway to provide an additional 150 THeMIS units to the Ukrainian Armed Forces, making the company a high-value target for state-sponsored interference.

Geopolitical Context and Allied Response

The attack in Tallinn is not an isolated event. Security agencies have recorded approximately 200 incidents of suspected Russian sabotage or malign activity across Europe since the 2022 invasion of Ukraine. This pattern includes recent drone incursions over German critical infrastructure and warehouse fires in the United Kingdom, all categorized as “sub-threshold” operations designed to avoid triggering a direct military confrontation while still inflicting logistical and psychological costs.

NATO Secretary General Mark Rutte stated that while Russia is attempting to weaken allied resolve through such hybrid tactics, the Kremlin is failing to undermine unity or halt the flow of equipment to Kyiv. Estonian officials echoed this sentiment, arguing that the attribution of the crime is a necessary step in deterring future recruitment of “proxies” for hire on European soil.

In Moscow, Kremlin spokesperson Dmitry Peskov dismissed the Estonian allegations. Peskov characterized the claims as unfounded and stated they do not reflect the reality of Russian foreign operations. Despite the denial, Estonian prosecutors maintain that the evidence gathered during the interrogation and extradition process clearly points to the involvement of Russian state actors in planning and financing the arson.
