Iraq Warns of Syria-Based ISIS Threat Following U.S. Military Exit

One day after the official conclusion of the U.S. military mission in Iraq, Baghdad has issued an urgent warning regarding the resurgence of ISIS activity across its border with Syria. Speaking in Washington on October 1, 2026, Iraqi Foreign Minister Fuad Hussein stated that the terrorist organization represents a “renewed threat” to Iraqi security, even as the country celebrates the restoration of full military sovereignty.

The formal end of Operation Inherent Resolve on September 30, 2026, marked the transition of the U.S.-Iraq relationship from a combat-focused coalition to a bilateral security partnership. While U.S. officials have assessed the group as “severely degraded” and no longer a systemic threat within Iraq’s borders, Hussein’s comments highlight a persistent concern: the volatile security vacuum in neighboring Syria.

Just days before the U.S. exit, Syrian authorities reported dismantling a significant ISIS cell that spanned the provinces of Raqqa, Aleppo, Idlib, and Homs. The operation, conducted between September 27 and 28, resulted in the arrest of four high-ranking leaders. This cross-border activity remains the primary focus for Iraqi intelligence as they assume full responsibility for border security.

The Domestic Security Challenge

While the departure of U.S. forces is being hailed by the Iraqi government, internal security hurdles remain. Prime Minister Ali al-Zaidi officially designated October 1 as “Sovereignty Day,” but the celebration comes amid a delicate effort to consolidate state power. Al-Zaidi has set a new deadline of June 30, 2027, for all domestic armed groups to surrender their weapons to government control, an extension from the original September 2026 target following resistance from various factions.

The urgency of disarming these groups was underscored by a recent investigation, which confirmed that a drone attack on the Saudi East-West oil pipeline originated from Iraq’s Maysan province. The incident has heightened regional tensions, placing pressure on Baghdad to prove it can prevent its territory from being used as a launchpad for proxy conflicts.

Shifting Logistics and Diplomatic Reality

The withdrawal does not end the U.S. presence in the region. The counter-ISIS task force (CJTF-OIR) has relocated its headquarters from Iraq to Jordan to continue monitoring regional threats. President Donald Trump described the completion of the mission as a “decisive victory over ISIS,” emphasizing that the move fulfills a long-standing commitment to bring personnel home while maintaining a strategic partnership with Baghdad.

While the two nations are transitioning to a framework focused on training and intelligence sharing, the specific logistical details of future cooperation have not yet been finalized. For Baghdad, the immediate priority remains securing the 370-mile border with Syria to ensure that the hard-won gains against ISIS are not compromised by the changing military landscape.
