TIME Recognizes Japan’s First Mayor to Take Maternity Leave as Global Rising Leader

Shoko Kawata, the mayor of Yawata City in Kyoto Prefecture, was named to the 2026 TIME100 Next list on September 30, 2026. The recognition identifies Kawata as a rising global leader and follows her decision to become the first sitting female mayor in Japan’s history to take maternity leave while in office.

Kawata, who was elected in 2023 as the youngest female mayor ever in Japan at age 33, began her scheduled leave on July 20, 2026. She gave birth to her first child, a daughter, on September 15. During her 16-week absence, she officially transferred her authority to Deputy Mayor Shigeto Nose, though she has reportedly continued to attend remote briefings to stay informed on municipal affairs. She is scheduled to return to her full duties on November 8, 2026.

The mayor’s decision to step away for childbirth has highlighted a significant gap in Japanese labor policy. While standard employment laws provide maternity and childcare leave for workers, these protections do not technically apply to elected officials. According to reporting from Nippon.com, Kawata has maintained that personal experience with child-rearing is essential for leaders tasked with solving Japan’s demographic crisis.

Kawata has leveraged her personal circumstances to influence her local policy agenda, which focuses heavily on the declining birth rate. Her administration has already implemented several family-focused initiatives in Yawata, including providing free diapers at local preschools and reducing the cost of school lunches. She has also prioritized the expansion of postpartum care services, arguing that structural support is necessary to encourage younger generations to start families.

Her inclusion on the TIME100 Next list—which recognizes 100 emerging leaders across various sectors—places her among global figures recognized for their potential to drive systemic change. In the context of Japan’s aging population, Kawata’s administrative handling of her maternity leave is being viewed by analysts as a practical test case for how the nation might modernize its political culture to better accommodate working parents.
