Global Solar Capacity Faces $1 Trillion Infrastructure Gap for 2030 Goals

The push for universal solar energy reached a new milestone in late September 2026 as prominent climate leaders launched the “Solar For All, Everywhere” open letter during Climate Week NYC. The initiative underscores a critical junction in the global energy transition: while solar technology has become the cheapest form of new electricity in most of the world, the path to 2030 is increasingly blocked by aging power grids and a massive investment gap in developing nations.

Current data suggests that achieving these targets requires a dramatic shift in scale. According to the International Renewable Energy Agency (IRENA), the world must accelerate to 1,200 GW of new renewable capacity on average every year between 2026 and 2030 to meet the global goal of tripling capacity to 11.2 terawatts (TW). While 2025 set a record with 693 GW of new installations, current progress remains significantly below the necessary pace.

By the end of 2025, cumulative solar photovoltaic (PV) capacity reached approximately 2.96 TW, providing roughly 12% of global electricity consumption. While the Global Solar Council has set an aspirational target of 8 TW of solar capacity by 2030, current “middle-of-the-road” forecasts suggest a more likely outcome of 6.6 TW unless systemic bottlenecks are addressed.

The $1 Trillion Grid Barrier

The primary obstacle to “Solar for All” is no longer the cost or availability of solar panels. Global manufacturing capacity continues to exceed actual production, a factor that has kept module prices at historic lows. Instead, the “chokepoint” has shifted to the infrastructure required to carry that power.

IRENA analysis indicates that annual investment in power grids must double to nearly $1 trillion annually through 2030. Without this modernization, new solar projects face “gridlock”—lengthy delays in connecting to the system and an inability to distribute power from sunny regions to urban centers. In many developed markets, the queue for grid connections now spans several years, effectively stalling the deployment of record-low-cost energy.

Bridging the Global Energy Deficit

The “Everywhere” component of the 2030 pledge faces its steepest challenge in Sub-Saharan Africa, which accounts for 83% of the global energy deficit. As of early 2026, approximately 600 million people in the region still lack access to electricity.

Industry experts suggest that if the finance gap is bridged and grid investments are prioritized, the 8 TW solar target remains technically feasible due to the massive oversupply of hardware. However, without a coordinated shift in how capital is allocated to the Global South, the 2030 goal of universal solar access may remain an aspirational target rather than a realized reality.
