Arsenal have reached an agreement with Porto to secure the services of midfielder Fabio Vieira for 35 million euros, the Portuguese club announced on Friday.
Porto said the value of the deal could rise to 40 million euros if some sporting goals are met.
According to sports media, the 22-year-old will sign a five-year contract with the London club.
Vieira, who has established himself in Porto’s football academy, scored seven goals and provided 16 assists last season to help the club win league and cup titles, without being a permanent member of manager Sergio Conceiçao’s starting line-up.
Vieira was named European Youth Player of the Year last year despite Portugal’s defeat in the final to Germany.
