Russia’s permanent representative to the UN Vasily Nebenzya said that developed countries have a moral obligation to provide assistance to African countries “with the consent of the host government, in accordance with its priorities and respect for sovereignty.”

According to Nebenzia, international support should be provided “exclusively with the consent of the host government, in accordance with its priorities and taking into account sovereignty.”

Nebenzia stressed that “it is unacceptable for donors to condition aid on political demands, the human rights situation, or other arbitrary factors.”
