German Coalition Seeks Care Deal as Police Conduct Multi-Nation Raids

Germany’s governing coalition is moving to finalize an emergency overhaul of the national long-term care insurance system to resolve a looming funding crisis. The legislative push comes as the statutory care fund faces a projected €4.4 billion deficit for 2026, with insolvency risks appearing as early as October without immediate intervention.

Chancellor Friedrich Merz and Health Minister Carsten Linnemann have led the negotiations to stabilize the social safety net before a scheduled Cabinet session. A primary point of friction in the talks has been a demand from the SPD to cap nursing home co-payments at €1,500 to shield residents from the rising costs of professional care. The reform package is expected to address both the immediate liquidity gap and the long-term sustainability of contribution rates for employees.

International Raids Target Organized Crime

Parallel to the domestic policy negotiations, German authorities on September 30 executed a massive international law enforcement operation. More than 1,000 police officers conducted coordinated raids across Germany, Belgium, Bulgaria, and the Netherlands, targeting the Hells Angels motorcycle club and an associated money-laundering network.

The operation is the culmination of a four-year investigation that began following a 2022 shooting in Duisburg. Investigators are focused on allegations of extortion, fraud, and weapons offenses. Authorities confirmed they are seeking to seize assets totaling approximately €48.6 million linked to the criminal network.

The raids involved searches of more than 100 properties. The large-scale deployment follows a series of domestic security initiatives aimed at dismantling the financial infrastructure of organized crime groups operating within the European Union.
