In the Gangnam area, some buildings were left without power, and cars, buses, and subway stations were flooded, leaving people stranded.
Some buildings and shops were also flooded.
At least five people had died in Seoul as of 6 a.m. Tuesday, with two more in neighboring Gyeonggi province, according to the Central Bureau of Disaster Management and Security.
At least 9 people were injured in these areas, 6 are missing.
