U.S. Forces Complete Iraq Withdrawal, Concluding 12-Year Counter-ISIS Mission

The United States military completed its withdrawal from Iraq on September 30, 2026, marking the formal conclusion of a 12-year multinational mission against the Islamic State. The final phase of the pullout involved the departure of personnel and equipment from Erbil Air Base in the semi-autonomous Kurdistan region, the last major installation held by American forces.

The exit signifies the end of the Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) within Iraqi borders. While the combat coalition has disbanded, the Pentagon and the Iraqi government have established a roadmap to transition the relationship into a standard bilateral security partnership. This new framework is expected to focus on intelligence-sharing, advisory roles, and air defense cooperation rather than active counter-insurgency operations.

The Transition to Jordan and Syria

Although U.S. troops have departed Iraq, the regional mission against ISIS has not been fully terminated. U.S. Central Command (CENTCOM) confirmed that the headquarters for counter-ISIS operations in neighboring Syria has been relocated to Jordan. This move allows the U.S. to maintain its operational footprint in the Levant while adhering to the withdrawal timeline negotiated with Baghdad.

The departure follows a two-phase roadmap finalized in September 2024. The first phase saw the exit of forces from federal Iraq in 2025, leaving the Kurdistan region as the final staging area for the 2026 completion. The withdrawal occurred amid a period of heightened regional tension, including frequent 2026 skirmishes between U.S. forces and regional militias that intensified the pressure for a definitive exit date.

Political and Security Implications

Iraqi Prime Minister Ali al-Zaidi declared October 1 the start of a new “sovereign chapter” for the nation. In a public statement, al-Zaidi framed the withdrawal as the achievement of full national sovereignty and expressed a desire for “balanced partnerships” with international allies. The Prime Minister’s office has emphasized that the Iraqi Security Forces are now capable of managing internal threats independently.

The withdrawal has drawn varying reactions within Iraq. While the government frames it as a diplomatic success, Iran-aligned groups celebrated the movement. The militia group Kataib Hezbollah described the departure as the “expulsion of occupation forces.”

Security analysts suggest the transition will place a greater burden on the Kurdish Peshmerga and the Iraqi federal forces to maintain the security vacuum in northern Iraq. Under the new bilateral agreement, the U.S. is expected to maintain a presence within diplomatic facilities, but any military activity will be strictly governed by the new security framework rather than the previous wartime coalition mandate.
