The transitional government in Mali issued a presidential pardon to 49 Ivorian soldiers accused of “attempting to undermine state security in Mali” following a diplomatic dispute between the two neighboring countries over the issue, and Mali’s ruling military council described the soldiers as mercenaries, in while Côte d’Ivoire stated that they were part of a United Nations peacekeeping mission.
