Iran Blocks SIM Cards and Bank Access in Targeted Campaign Against Dissenters

Iranian authorities have intensified a campaign of “digital death” against critics, systematically blocking SIM cards, bank accounts, and digital services to isolate individuals from modern society. As of October 2026, this tactic marks a shift from broad, nationwide internet blackouts toward surgical, individual punishments that paralyze the daily lives and financial capabilities of dissenters.

This evolution in state control follows a period of widespread digital disruption. On January 8, 2026, Iran was plunged into a blanket internet blackout following economic protests that began in late December 2025. While mass shutdowns remain a tool of the state, the current strategy focuses on the deactivation of mobile phone lines, which serves as the primary gateway for essential services in the country.

The deactivation of a SIM card in Iran carries consequences far beyond the loss of communication. Because the majority of Iranian banking, ride-hailing apps, and government service portals require One-Time Passwords (OTPs) sent via SMS for authentication, a blocked line effectively freezes a citizen’s ability to access personal funds or use public transportation. Iranian authorities have also been reported to use AI-driven surveillance to monitor social media platforms like Instagram, identifying “hostile or biased activities” to automate these digital service suspensions.

Restoring these services is often conditional. According to reports from Radio Farda and Iran International, citizens targeted by these blocks are frequently forced to delete critical online content and sign written pledges of loyalty to the state. In some cases, the restoration of digital access is contingent upon the user publishing pro-government messaging on their personal accounts.

The crackdown has also highlighted a growing “digital apartheid” within the country. While ordinary citizens face a restricted and expensive domestic intranet, officials and state-linked actors continue to utilize “white SIM cards.” These specialized lines allow users to bypass state filters and access globally blocked platforms such as X and Instagram.

In late 2025, President Masoud Pezeshkian vowed to deactivate these privileged “white SIM cards” to ensure that government officials experienced the same digital restrictions as the general public. However, state-linked actors continue to use these lines to maintain high-speed access to the global web, while the Cyber Police (FATA) and the IRGC maintain the infrastructure used to silence individual dissenters through digital isolation.
